The city and its edge
Our patch is the city: the centre and the market, the streets either side of the Wensum, and the neighbourhoods out to the ring road. We also cover the fringe that is Norwich in daily life even where it is not Norwich on the map, because that is where a lot of the housing and the arguments about it are. When a place falls outside the city council’s boundary we say so, since it changes who collects the bins and who decides the planning application.
Who is responsible for what
Norwich City Council handles bins, housing, licensing and planning inside the city. Norfolk County Council runs roads, schools and social care. Getting that distinction right is half of being useful, so we name the authority in every story and link to its own record.
What we work from
The city council’s planning register and committee papers, licensing notices, police.uk crime data, HM Land Registry sold prices, Food Standards Agency hygiene ratings, Environment Agency flood warnings for the Wensum and the Yare, and company filings in The Gazette. Where a record is unclear we say it is unclear rather than filling the gap.
Reorganisation
It was confirmed in March 2026 that Norwich City Council was to be replaced by a new Greater Norwich unitary authority, taking in the city together with nineteen parishes from Broadland and sixteen from South Norfolk, with effect from 1 April 2028. Norfolk County Council began a judicial review of the reorganisation in June 2026. That decision was withdrawn on 7 September 2026, and the government’s reorganisation programme is now under a review with no published reporting date, so Norwich City Council has no confirmed abolition date. Elections scheduled for May 2027 go ahead to existing ward boundaries. We will report what the published documents and court records say and nothing beyond that, and our reference pages will point at whoever is actually responsible when you read them.
